Can a convenience store, supermarket or newsagent hold a wine retailers on (wine on) licence?

Prior to 2000, the Revenue Commissioners issued Wine Retailers On Licences (Wine On) in respect of the above types of premises as there was no alternative Licence available for the sale of Wine Off the premises short of a Full Off Licence.

The 2000 Intoxicating Liquor Act allowed any occupier of such premises to apply to the Revenue Commissioners for a Wine Retailers Off Licence which specifically allowed for Off sales.
